    I recently measured the resistance between earth and neutral in a lighting circuit and it was almost short circuit (a few ohms).     While trying to chase a fault yesterday (which I managed to fix) I noticed that there is continuity between Neutral and Earth at the.I was told this earlier today by a qualified electrician who said that neutral is connected to earth at the substation and so you could expect some continuity between the supplier neutral and earth.
